My name is Leanne Severin and I have over 18 years of experience working in Children’s Residential Care, supporting, leading, and improving children’s homes in line with regulations and best practice. Working across a variety of settings has given me a deep understanding of how children’s homes should run safely, effectively, and with the best interests of young people at heart. I have achieved and maintained OUTSTANDING Ofsted ratings, reflecting my commitment to high-quality care and positive outcomes for every child.
I have experience setting up new children’s homes, taking responsibility for essential tasks such as managing referrals, assessing suitability, recruiting and training staff, completing documentation, and ensuring all policies and procedures align with regulatory standards. This experience has strengthened my ability to create homes that are safe, well-organised, and truly child-focused from the very start.
In addition, I have carried out consultancy work across children’s homes, including Ofsted mock inspections, Responsible Individual oversight, and independent Regulation 44 visits. I take a supportive yet objective approach, providing clear and constructive feedback to help homes maintain compliance, drive improvements, and deliver the highest standards of care.
I have attended safeguarding meetings for a cluster of homes, contributing to discussions and decisions that promote strong safeguarding practice. I work closely with staff and external professionals to manage concerns, share learning, and build confidence in recognising and reporting issues—helping to foster a culture of safety, awareness, and continual improvement.
I also have extensive experience supporting children’s homes to meet and exceed regulatory requirements, policies, and Ofsted expectations. I provide practical guidance, identify areas for growth, and collaborate with managers to implement effective action plans, ensuring homes remain compliant, well-prepared for inspection, and continually evolving to provide the best possible care for young people.
My name is Natesha Miller and have over 16 years of experience in children’s residential care, I bring extensive operational, safeguarding, and leadership expertise to my work as both a Regulation 44 Independent Visitor and a Care Consultant. I have spent over nine years in management positions and served as a Registered Manager for five years, successfully leading services to achieve and maintain high standards of practice.
During my time as a Registered Manager, I secured two Outstanding Ofsted judgements, including raising a home from Good—following a period of maternity leave—to Outstanding within six months of my return. I have also achieved two good judgements, demonstrating consistent strengths in compliance, leadership, and quality assurance.
I have supported children and young people from diverse backgrounds, with particular expertise in working with neurodivergent children. This has strengthened my commitment to ensuring that every child receives care that is responsive, inclusive, and centred on their individual needs.
I became a Regulation 44 Visitor to help other homes develop, grow, and improve the quality of their services. My approach is thorough, analytical, and firmly child-centred, focusing on safeguarding, leadership effectiveness, and adherence to the Children’s Homes (England) Regulations 2015. Through independent scrutiny, constructive challenge, and collaboration with management teams, I support homes to drive sustainable improvement.
Alongside Regulation 44 work, I offer consultancy services that include quality assurance audits, service development support, policy review, leadership mentoring, and preparation for Ofsted inspections. My goal is to empower providers to strengthen their practice, enhance outcomes for children, and operate with confidence, clarity, and regulatory excellence.
